If advanced guests are not showing up, do not start by building ten more bedrooms. First check the unlock stage, star rating, required facility, room eligibility, and service chain. For Upper Crust guests especially, the blocker is often not the bedroom. It is the 5-star rating and Spa requirement.

The most important rule: Upper Crust guests are locked behind 5 stars and Spa. If you only build expensive bedrooms at 3 or 4 stars, they still will not arrive.

Before redesigning your hotel, confirm that the target guest type can actually appear in the current scenario.

Do not guess. The room panel and scenario guest list are better than intuition.
